Grantee shall not, as to rates, charges, service facilities, rules, regulations or
in any other respect, make or grant any preference or advantage, provided nothing
in this ordinance shall be deemed to prohibit the establishment of a graduated scale
of charges for bulk billed multiple installations at the same time or within the same
building, nor shall it be deemed to prohibit the grantee from providing free basic
service to county schools, or local government occupied buildings. Grantee shall assure
that access to cable service is not denied to any group of potential residential cable
subscribers because of income of the residents of the local area in which the group
resides.
